Unknown piece

"This item was found in a stream in West Cork in the late 90's. We don't know what it is or when it was made but it looks like it could have been some sort of weighing devise or bowl based on its shape and two holes on each side. Photo added with chestnut to indicate the size. The material looks like clay/plaster."
