"This item is probably too long to be worn as an arm band- but perhaps it was intended to be worn outside heavy waterproof clothing. It raises as many questions as it answers. The lifeboat service in Ireland has always been known as RNLI - Royal National Lifeboat Institution and not RNLBI. We do not have an exact date for the item although it may have belonged to Vincent Thomas Hyginis Delany who later became Regius Professor of Law in Trinity College Dublin. the material consists of a form of felt with the letters and border embroidered. The strap is oven material similar to army equipment. "
